Located in a rural, country setting of woodlands and large lot development with acreage tracts dominating.  Actual drive times are:  5 - 7 min. to a country store; 10-13 min. to a supermarket and shopping center; 15 -17 min. to exit of Interstate 95; 20-25 min. to a regional shopping and employment center featuring over 3 million sq. ft. of existing retail, over 1.5 million sq. ft. of office and employment center.  A regional private hospital is to be built at that interchange as well.


493 Acres in the context of Jobs and the Economy:

* * New hospitals will bring high-paying jobs to region, say economic development leaders.  The approval of two new hospitals for the Fredericksburg region has the potential to create more than 700 full-time jobs.  The Stafford Hospital Center, proposed by MediCorp, estimates it will need 320 full-time workers. "The 182 acres south of the U.S. 17 Bypass is in nine parcels zoned mostly industrial, with some rural land. The land is now zoned commercial. Silver will build three commercial pods totaling 430,000-square-feet on 70 acres, and one office pod of about 150,000-square-feet on 23 acres.

Almost half the property has pine that is 20+ feet in height, about 16-18 years old, and to be thinned professionally.

The balance of Subject is in planted pine, about 5 years old; and that is mostly in the area to be designated open space. Another area  in the open space is about 57 acres of hardwoods to be clear cut.

The development envelope (where most of the lots are located)  is mostly (about 85%+/-) in the large pine and some hardwoods near the road.


Federal and State Income Taxes...................

The last great Tax Shelter:

It might be possible to make a "conservation easement" on the 493 acres - place a restriction that the Property will not be developed except for, say, four lots.  The result is a loss of value for the 38 lots lost due to the conservation easement.  A professional appraiser, complying with both federal and state guidelines and IRS standards would arrive at a value for those 38 lots. That loss is a charitable deduction, as though you wrote a check to the Red Cross; however there are rules, regulations to comply with. Overall, most of Subject is dominated by level to gently rolling plateaus with the Mat River (really just a stream) dissecting the Subject Tract. Double click the image to view and/or print.

Huge Lake Anna is less than 15 minutes from the property.

 

Area for the proposed subdivision is dominated by pine that is 17 to 18 years of age or more and will become more attractive after being professionally thinned. 

The area proposed for open space was cut over and planted into pine about five years ago.

"Spotsylvania will increase proffers"

"It's about to get a lot more expensive to build a house in Spotsylvania County.  When developers seek rezonings to build new subdivisions, the Board of Supervisors now expects them to offer the county more than $35,000 per house.  Supervisors want the money and/or infrastructure improvements--dubbed proffers--to offset the cost to the county of providing public services to the new residents the houses likely will draw. The supervisors voted Tuesday night to boost the proffer standards for rezonings for single-family houses, townhouses and apartments.   The increases ranged from 59 percent to more than 280 percent, depending on the type of dwelling.  Those who don't need a rezoning to build a home won't get off scot-free either.  The state has instructed county staff to lay the groundwork for imposing transportation levies on certain by-right developments that don't require rezonings.

The POINT IS:  It is very difficult to get a large lot subdivision in Spotsylvania.


Not everyone wants to be scrunched up on a tiny 'smart growth' lot or to be 'condo-ized'.

The Estates of Buckingham is 3+ acre lots in a cluster format (otherwise the minimum lot size would be 10 acres).

This is one of the few cluster subdivisions in Spotsylvania County

This subdivision is possible because it is composed of five tax map parcels.

Subject is taxed in a category known as land use whereby the taxes are reduced for agricultural or timber production purposes and a 'roll back tax' is applied if the use is changed. Presently, the real estate taxes in the land use program are about $650 per year.  If the use were changed the roll-back taxes would be about $28,500.  The Seller will pay no roll-back taxes.

Please NOTE: Large lot development in Spotsylvania is difficult and becoming more difficult.  

Spotsylvania County only allows 8 du, if the tract is under 100 acres; and a maximum of 10 divisions if the tract is over 100 acres, per tax map parcel, at the density prescribed, in A-3 that is one house per ten acres.  A cluster subdivision allows for combining lots into a land bay on three acre minimum lots.


Market - Marketing

In the current slow market, it is no longer possible to just build a product and expect that 'buyers will come'.

Today, it is necessary to actually engage in true marketing - finding out what the consumer wants, what niche is not being efficiently served, and then meeting those needs better than the competition.
